SAN FRANCISCO — From locker rooms and sex Training classes to decorate codes and in a single day box journeys, many U.S. public colleges already are balancing the civil rights of transgender students with any considerations that classmates, folks and neighborhood members might have.

The U.S. Division of Education is drawing on these practices to guide other schools as they work to comply with the Obama administration’s directive that transitioning youngsters be treated consistent with their gender identification.
